UPDATE - April 29, 2020

Resources for Residents

A number of programs and resources have been established to offer assistance to residents during this challenging time. To help our residents better navigate the options available to them, the Village of Channahon has established a dedicated page on our website (link) listing the various programs and resources. The Village will continue to monitor changes or additions to these programs and update residents as frequently as possible.

Channahon Park District Update

The Bluffs (Heritage Bluffs Public Golf Club) opens May 1! Call 815-467-7888 to book a tee time. Visit www.HeritageBluffs.com for a list of modifications required by Governor Pritzker on the Park District’s COVID page. 

With the shelter in place extended to May 30, all facilities (except The Bluffs) remain closed. Playgrounds and basketball courts also remain closed as directed by Governor Pritzker. Open space in parks and trails are still open as numerous studies have found that there are physical and mental health benefits to spending time outdoors in green spaces. There are signs posted in the Park District’s trails and parks with tips on practicing social distancing. Checking on Neighbors During COVID-19

In our community, there are many people who live alone. With the current Stay at Home Order, you may not have seen your neighbor for a while. They may be communicating with their family by phone, but it is unknown if this is true. Please check on your neighbors by giving them a call to make sure they are safe. If you cannot make contact with them, contact the police department to request a wellness check for them.

Spring Village Wide Garage Sales Cancelled

Due to COVID-19 and the Governor’s extension of the Stay at Home Order, the Village of Channahon has decided to cancel the Spring Village Wide Garage Sale. We anticipate holding the Fall Village Wide Garage Sale as planned in September. More details will be shared in the months ahead.

UPDATE - April 23, 2020

Stay At Home Order Modifications & Extension

Governor Pritzker extended the Stay at Home Order for the State of Illinois until May 31, 2020. Modifications to the current order were also announced, including the list below. Please refer to today’s press release (link) from the Governor’s Office regarding the modifications to the executive order. 

  • OUTDOOR RECREATION: State parks will begin a phased re-opening under guidance from the Department of Natural Resources. Fishing and boating in groups of no more than two people will be permitted. A list of parks that will be open on May 1 and additional guidelines can be found on the Illinois Department of Natural Resources website. Golf will be permitted under strict safety guidelines provided by the Illinois Department of Commerce and Economic Opportunity (DCEO) and when ensuring that social distancing is followed.

  • NEW ESSENTIAL BUSINESSES: Greenhouses, garden centers and nurseries may re-open as essential businesses. These stores must follow social distancing requirements and must require that employees and customers wear a face covering. Animal grooming services may also re-open.

  • NON-ESSENTIAL RETAIL: Retail stores not designated as non-essential businesses and operations may re-open to fulfill telephone and online orders through pick-up outside the store and delivery.

  • FACE COVERINGS: Beginning on May 1, individuals will be required to wear a face-covering or a mask when in a public place where they can’t maintain a six-foot social distance. Face-coverings will be required in public indoor spaces, such as stores. This new requirement applies to all individuals over the age of two who are able to medically tolerate a face-covering or a mask.

  • ESSENTIAL BUSINESSES AND MANUFACTURING: Essential businesses and manufacturers will be required to provide face-coverings to all employees who are not able to maintain six-feet of social distancing, as well as follow new requirements that maximize social distancing and prioritize the well-being of employees and customers. This will include occupancy limits for essential businesses and precautions such as staggering shifts and operating only essential lines for manufacturers.

  • SCHOOLS:  Educational institutions may allow and establish procedures for pick-up of necessary supplies or student belongings. Dormitory move-outs must follow public health guidelines, including social distancing.

The Channahon Park District has closed all facilities and playgrounds as directed by the Governors Shelter in Place Executive Order.  All playgrounds are posted "PLAYGROUND CLOSED" per executive order and the Park District is in the process of updating signage to reflect the extended Stay in Place order till April 30th.  In addition, all basketball hoops have been covered by plywood to prevent basketball play, as the sport cannot comply to "social distancing" recommendations.  However, parks have remained opened to allow access to trail systems so residents can walk, as walking has been identified as an acceptable activity because social distancing recommendations can easily be practiced. Signage regarding the need to practice social distancing will be added to parks in the very near future.

ComEd’s Commitment to Residents

ComEd is taking steps to help ensure its residential customers have access to electric service during this critical time. If customers are currently unable to travel to a walk-in location to make a payment, please be aware that ComEd is not disconnecting service for non-payment and is waiving all new late payment charges through May 1, 2020, or until the end of the governor’s state of emergency declaration, whichever is later. ComEd also offers mail and electronic payment options and is working with customers who contact them to establish payment arrangements and identify energy assistance options to address their specific needs. Solicitor Permit Notice

With the ongoing COVID-19 pandemic, the Village of Channahon has temporarily suspended issuing solicitor permits. As such, there currently are not any solicitors, salespeople or others authorized by the Village to go door-to-door to residents during this time. All solicitors, during -the Stay at Home order, should immediately be reported to the Channahon Police- non-emergency number at 815-467-2112. 2020 Census - Be Counted!

While Channahon now has a 62.5% response rate for the 2020 Census, there are still many people who have not yet responded. Conducted only once every 10 years, the census provides crucial insights for local governments, businesses, and nonprofits to make planning and investment decisions across our nation. 

However, COVID-19 presents an unprecedented challenge to getting a complete count. The Census Bureau has suspended all field operation at least until April 15, including in-person census takers. Now, more than ever, it is important that residents respond to the census online, by phone, or by mail.

COVID-19 Cyber Scams on the Rise

Hackers and cyber criminals are taking advantage of the current COVID-19 pandemic to target individuals, small and medium businesses, and large organizations with COVID-19 related scams and phishing emails. Many of these scams are designed to obtain personal information or credentials, or to get the recipient to unknowingly download malicious malware to their device. For more detailed information, please see this alert (link) from the United States Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) and the United Kingdom’s National Cyber Security Centre (NCSC).

Emergency Childcare Options for Essential Workers

Governor Pritzker has ordered that, effective April 1st, all essential workers in health care, human services, essential government services & essential infrastructure now qualify for Illinois’ Child Care Assistance Program, meaning the state will cover most, if not all, of the cost of care.

That includes everyone from nurses and doctors to support staff in hospitals to grocery store clerks and food producers.

Locally, several childcare facilities are operating under the Emergency Child Care permit. If you are an essential worker in need of childcare services during this time, please contact one of the following locations:

Parks - What’s Open & What’s Closed

The Channahon Park District has closed all facilities and playgrounds as directed by the Governors Shelter in Place Executive Order.  All playgrounds are posted "PLAYGROUND CLOSED" per executive order and the Park District is in the process of updating signage to reflect the extended Stay in Place order till April 30th.  In addition, all basketball hoops have been covered by plywood to prevent basketball play, as the sport cannot comply to "social distancing" recommendations.  However, parks have remained opened to allow access to trail systems so residents can walk, as walking has been identified as an acceptable activity because social distancing recommendations can easily be practiced. Signage regarding the need to practice social distancing will be added to parks in the very near future.

Emergency Childcare Options for Essential Workers

Governor Pritzker has ordered that, effective April 1st, all essential workers in health care, human services, essential government services & essential infrastructure now qualify for Illinois’ Child Care Assistance Program, meaning the state will cover most, if not all, of the cost of care.

A Reminder Regarding Waste Management Bulk Pickup

The Village has been informed by Waste Management that due to the COVID-19 pandemic, bulk service pickup (i.e. large items) will be suspended until further notice. In addition, Waste Management has suspended the handling of incoming residential calls and hopes to re-establish this service in the very near future through a work at home program.

Residents can still utilize the Channahon Township compactor for disposal of bulk items. The compactor is located at 25355 Center Street and operates on Saturdays from 8 a.m. - 2 p.m. (year round) and Wednesdays from 3-7 p.m. (April-October). UPDATE - April 1, 2020

A Message from Mayor Missey Moorman Schumacher

Good afternoon everyone.

By now you’ve likely heard that Governor Pritzker has extended the Stay at Home order for Illinois residents through the end of April. With that in mind, the Village Hall will remain closed to the public as well. The Village of Channahon will continue to provide essential services, police protection, and public works operations for our residents and administrative staff will continue to be available via phone at 815-467-6644 or directly via email. Please visit the Staff Directory (link) for staff contact information. Daily updates and information related to the COVID-19 pandemic will continue to be posted at the top of the webpage and shared via our social media outlets.

The Governor’s order also applies to state parks and state owned land. The I & M Canal Trail is maintained and operated by the Illinois Department of Natural Resources, and as such is included in the Governor’s order closing state owned land to the public. Currently, Village of Channahon multi-use paths remain open as do the Central Park open-air trails and Arroyo Trails of Channahon Park District. If you are using these facilities, please be aware of others that may be in the area and practice social distancing guidelines. Information about getting fresh air and exercise is a positive note, but please remember to practice these responsibly.

On a lighter note, one of my favorite job privileges has always been to visit our young residents in their classrooms. As this spring is shaping up to be vastly different than those past, I won’t be able to visit classrooms, and students are using a variety of remote learning resources instead of attending in classrooms. So, staff and I thought it might be fun to encourage reading and share video storytime with our students. Our first Storytime with Mayor Missey was posted this morning and I hope our students (and adults) enjoy watching it as much as I did making it. Watch for more Storytime with Mayor Missey and other videos to follow as we head into another month of social isolation.

Illinois Stay At Home Order Extended to April 30, 2020

This afternoon, Governor Pritzker extended the Stay at Home Order for the State of Illinois until April 30, 2020. 

Under Governor Pritzker’s order, all individuals currently living in the State of Illinois are required to stay at home or their place of residence. Individuals may only leave their residence to perform essential activities. If you do need to leave your residence for an essential activity, please exercise proper social distancing of 6 feet at all times.

A message from Mayor Missey Moorman Schumacher:

I’ve been asked whether or not there are cases of coronavirus in Channahon. The truth is, there are cases of coronavirus in every community. With the availability of testing being what it is, it doesn’t matter so much if the number of confirmed cases is 4 or 400 or 4,000; the potential for unconfirmed cases is great. Self-isolation is the key.

We can’t possibly predict who may or may not be carrying the virus and still be asymptomatic. Some people never develop symptoms and yet carry the virus and are contagious. The best advice I’ve heard for remaining safe is to assume that it’s YOU who has coronavirus and isolate yourself so you don’t spread it to others. That’s the best way to stop the spread. 

If you have the ability to stay home, do it!

If you must go out, minimize contact whenever and wherever possible. 

Thank you to all essential workers, the first responders and healthcare workers who are on the front lines.

This will pass.

CIBC Bank in Channahon is offering an Unsecured Hardship Loan Program for consumer clients that may be experiencing a hardship as the result of the COVID-19 virus. The details are as follows:

  • Funds for current consumer clients that have been impacted by COVID-19

  • Loan amounts up to $10,000.00 based on credit score

  • Must be employed prior to March 9, 2020

  • Zero percent interest (life of loan)

  • No payments for the first 90 days

  • Maximum of 24 months (from first payment due date)

Temporary Signage Policy

Effective immediately:

All restrictions, prohibitions, and permitting of temporary signs are hereby suspended for any business that operates a physical location/storefront in the Village of Channahon. The executive orders issued by the Governor of Illinois have impacted the typical operations of many, including restaurants and other businesses that have now adopted curbside pickup and delivery.

Examples include signs that: identify that the business is open, designates curbside pickup locations, and lists hours of operation. This does not apply to the advertising of real estate or homes for sale.

It is the responsibility of the business owner to ensure that any sign displayed is done so in a safe way, which does not block neighboring businesses or obstruct the vision of drivers. If a sign poses a hazard, it may be removed by Village staff.

This will be in effect until such time as the Village deems appropriate or restrictions on business operations are lifted by the Governor of Illinois.

With the weekend approaching, we’d like to take this time to re-emphasize the "Stay At Home Order." You already know the general guidelines for the Stay At Home Order - you can go out and get essential groceries, drive thru or pickup food, walk your dog, get gas and attend doctors’ appointments, etc.

Remember - the Stay At Home Order is not an optional choice. This is a mandatory order to help prevent the further spread of COVID-19 in Illinois and protect our friends, neighbors and vulnerable operations. The order is intended to restrict everyone’s movement to only essential outings.

Here are a few suggestions to help us work together to get through COVID-19:

  • If possible, please plan a time to grocery shop when the minimal amount of family members will be required to go out. If you must go out, please gather what you can to limit future trips.
  • Do not congregate in large groups outside.
  • Visiting should not be in person when possible. Consider using other alternatives such as Zoom, Facebook Live, Skype, FaceTime or a good old-fashioned phone call to socialize. Be creative and think outside of the box.

The Stay At Home Order is a necessary action to flatten the curve and stop the spread of this pandemic. Remember this is temporary; the more we buckle down now, the quicker this will all be over.

A Reminder from Channahon Public Works

To ensure the proper functioning of Village sewage pumping stations and the waste water treatment plant, PLEASE DO NOT flush disinfectant wipes and paper towels down the toilets, as it will damage our equipment and negatively affect operations. Properly treated waste water is critical to our health. Thank you!

Temporary Signage Policy

Effective immediately:

All restrictions, prohibitions, and permitting of temporary signs are hereby suspended for any business that operates a physical location/storefront in the Village of Channahon. The executive orders issued by the Governor of Illinois have impacted the typical operations of many, including restaurants and other businesses that have now adopted curbside pickup and delivery.

Examples include signs that: identify that the business is open, designates curbside pickup locations, and lists hours of operation. This does not apply to the advertising of real estate or homes for sale.

It is the responsibility of the business owner to ensure that any sign displayed is done so in a safe way, which does not block neighboring businesses or obstruct the vision of drivers. If a sign poses a hazard, it may be removed by Village staff.

This will be in effect until such time as the Village deems appropriate or restrictions on business operations are lifted by the Governor of Illinois.

As we continue to maneuver through COVID-19, we’ve realized there is no playbook for this unprecedented event. Please know that Law Enforcement and Emergency Service officials are working around the clock to plan for what we’ve encountered, and for the unknown. Our commitment to serving Grundy County has not changed.

Here are a few things we are doing to help ensure everyone’s safety:

  • Dispatchers have been directed to ask additional questions to help with pre-screening individuals at risk for COVID-19 infection.
  • Certain law enforcement incident and accident reports may be completed over the phone versus in-person.
  • First responders may arrive wearing personal protective equipment.
  • In order to comply with the 6 ft social distancing guidelines, you may be asked to step outside your home to meet with an officer.

What we won’t be doing:

  • Stopping people at random to question their travel plans.
  • Asking for employment verification identifying you as an essential worker.

We want to assure you, when you call 911 a Dispatcher will answer; the firefighter will arrive to extinguish the fire; the paramedic will come when you have a medical emergency; the police officer will be there to protect you. Call for Medical Supply Donations

The Illinois Department of Commerce and Economic Opportunity (DCEO) is asking Illinoisans for support in providing our hospitals, Illinois doctors and first responders with items that they are in desperate need of. 

These items include:

  • Masks: N-95, ear loop, or surgical
  • Gowns: Isolation or non-descript
  • Gloves: Nitrile, sterile, or surgical
  • Eye Protection: Face shields and goggles
  • Infection Control Kits
  • Hand Sanitizer: Any size
  • Disinfectant Wipes: Any size
  • Thermometers: Forehead only

ComEd Response to COVID-19

To support all people, including school children, who are now at home during the day, ComEd will work with residents whose service was disconnected prior to the company’s March 13 suspension of service disconnections to have service restored and help ensure access to safe and healthy environments. 

ComEd customers who have had their electric service disconnected for a non-safety issue should contact ComEd at 800-334-7661, Monday through Friday, between 7 a.m. and 7 p.m., so that they can work to try to have power reconnected safely. As part of this process, ComEd Customer Care representatives are ready to work with residents on a case-by-case basis to help them identify assistance programs that can supplement bill payment to help ensure service remains on after this pandemic. ComEd’s highest priority is the safety of its customers, employees and contractors.

Three Rivers Library Closure Extended

In conjunction with Governor Pritzker’s Shelter-at-Home order on March 20, 2020, the library will not reopen until at least April 8th, unless further orders follow.

COVID-19 Scams

Both the United States Secret Service and U.S. Homeland Security have issued warnings in recent days regarding Coronavirus phishing scams. Scammers are using some of the following ways to exploit citizens to provide money or personal information in the name of Coronavirus relief:

  • Telescam: request credit card number for vaccine down payment. No vaccine has been approved.
  • COVID-19 apps through Google Play and Apple: some are scams that have the ability to steal information, access the camera and listen in on a device.
  • Door-to-door solicitors asking individuals to complete a COVID-19 questionnaire

Channahon Township Electronics Recycling

The Channahon Township electronics recycling WILL be taking place this Thursday, March 19, 2020 from 5-7 p.m.

The compactor WILL be open Saturday, March 21, 2020 from 8 a.m. – 2 p.m.

DoorDash

During this period where restaurants have been closed due to the coronavirus pandemic, DoorDash is eliminating commissions for new restaurant partners that enroll with them during the next 30 days and charging no commission to current partners. Additional commission reductions will be extended to partners if closings are extended. Also, DoorDash has created a priority access program for restaurant workers so they can work as dashers if their regular jobs are suspended.

Last but not least, DoorDash is working with the Greater Chicago Food Depository to deploy dashers however needed, likely to be delivering food to and from the central facility for people in need.

UPDATE - March 17, 2020

Utility Payments

In light of the issues residents are facing, the Village of Channahon is extending the March 31, 2020 utility bill due date to April 20, 2020 in an effort to assist those residents who may have difficulty making their monthly payment. In response to the recommended social distancing, the Village encourages you to make your utility payment via US mail, online or via the drop box located outside of Village Hall at 24555 S. Navajo Drive.

Closing of Illinois Bars and Restaurants

In response to COVID-19, Governor Pritzker has ordered all bars and restaurants to suspend service and no longer allow on-premises consumption. These establishments are, however, allowed to provide carryout or delivery options if they so wish. Within this executive order, Governor Pritzker has also prohibited all public and private gatherings in the State of Illinois for groups of 50 or more, beginning March 18, 2020. Channahon Park District

Based on the rapidly evolving situation with COVID-19 and recommendations from the Illinois Department of Public Health to limit public gatherings, Channahon Park District is closing its facilities Tuesday, March 17 until further notice. This is in addition to canceling and suspending all programs and activities.

Arrowhead Community Center will be open 6:00 a.m. to 7:00 p.m. on Tuesday, March 17 for voting only.

Heritage Bluffs Public Golf Club will remain open with limited service. Click here (link) for information on Heritage Bluffs.

You will be refunded or credited for any canceled programs, rentals and events. We will evaluate memberships and based on length of closure determine a manner in which to compensate members.

ComEd Energy Assistance Program

ComEd is taking action to help its customers with payment assistance programs and by imposing a moratorium on service disconnections and waiving late payment charges through at least May 1, as many businesses and institutions are following guidance from the Centers for Disease Control and Prevention by taking temporary measures to shut down or limit operations to control the spread of COVID-19. ComEd is also taking steps to expand awareness of the programs in place to help customers through temporary or extended financial hardship and will be working with customers on a case-by-case basis to establish payment arrangements and identify energy assistance options. Waste Management

Based on available information to date, Waste Management of Illinois, LLC (Waste Management) is maintaining their standard operations, and they are not experiencing service interruptions at this time. However, the COVID-19 situation is evolving daily, and if circumstances change that may impact their ability to provide services as scheduled, they will provide prompt updates to customers and communities.

Although Village Hall is currently OPEN, in light of the ongoing recommendations from the CDC regarding social distancing with COVID-19, we are asking all residents to please refrain from coming into Village Hall unless it is absolutely necessary for you to do so.

Payments

Payments may be made online or via the drop box in our parking lot. Payments WILL NOT BE ACCEPTED IN-PERSON for the time being. No cash payments will be accepted.

Primary General Election Voting

Voting for the Primary General Election is still scheduled for tomorrow (Tuesday, March 17) from 6 a.m. - 7 p.m. If Village Hall is your designated polling place, you will be able to come in to vote.

Channahon Park District

In an effort to protect the community from the spread of COVID-19, effective today, March 16, 2020, the Channahon Park District has suspended all programs until further notice.

Emergency Services

WESCOM, our dispatch center, has implemented additional COVID-19 screening questions for certain symptom-specific 9-1-1 calls. Please be patient with dispatchers as they work through the emergency medical dispatch protocols.

Gathering as much information as possible in advance of the arrival to scene allows first responders to take the necessary precautions to reduce their risk of exposure.

UPDATE - March 6, 2020: Information provided by the Center for Disease Control (CDC) about Coronavirus (COVID-19)

Diseases can make anyone sick, regardless of their race or ethnicity.

People of Asian descent, including Chinese Americans, are not more likely to get COVID-19 than any other American. Help stop fear by letting people know that being of Asian descent does not increase the chance of getting or spreading COVID-19.

The risk of getting COVID-19 in the U.S. is currently low.

Some people who have traveled to places where many have gotten sick with COVID-19 may be monitored by health officials to protect their health and the health of other people in the community.

Someone who has completed quarantine or has been released from isolation does not pose a risk of infection to other people.

You can help stop COVID-19 by knowing the signs and symptoms:

  • Fever
  • Cough
  • Shortness of breath

Seek medical advice if you develop symptoms AND have been in close contact with a person known to have COVID-19 or live in or have recently traveled from an area with ongoing spread of COVID-19. Call ahead before you go to a doctor’s office or emergency room. Tell them about your recent travel and your symptoms.

There are simple things you can do to help keep yourself and others healthy.

  • Wash your hands often with soap and water for at least 20 seconds, especially after blowing your nose, coughing or sneezing; going to the bathroom; and before eating or preparing food.
  • Avoid touching your eyes, nose and mouth with unwashed hands.
  • Stay home when you are sick.
  • Cover your cough or sneeze with a tissue, then throw the tissue in the trash.
