Board of Trustees Meeting Recap

Meeting Highlights for Monday, August 18, 2025


CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, August 18, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.

MEETING HIGHLIGHTS

  • The Channahon Arts & Culture Commission presented a brief update to the Board on their progress for the upcoming Sips, Sights & Sounds fundraising event, scheduled to take place on October 24, 2025 from 6-9 p.m. at Four Rivers Environmental Education Center.

VOTES

The Board voted on the following items during the formal meeting:

  • Approved: An Ordinance Amending Title III, Chapter 31, “Officials and Employees” of the Village of Channahon Code of Ordinances regarding the Authority for the Expenditure of Funds
    • The Village Board voted to approve increasing the Village Administrator’s spending authority from $10,000 to $15,000, citing rising costs and the need for more efficient delivery of Village services. The existing approval process for expenses over $1,000 and the Board approval of invoices will remain unchanged.
  • Approved: An Ordinance Implementing a Municipal Grocery Retailers’ Occupation Tax and a Municipal Grocery Service Occupation Tax
    • Public Act 103-0781, signed in 2024, eliminates the statewide grocery tax effective January 1, 2026, but allows municipalities to adopt a local 1% grocery sales tax without a referendum. To avoid revenue gaps, municipalities must pass and submit an ordinance to the Illinois Department of Revenue by October 1, 2025. Due to reporting complexities, Channahon’s grocery tax revenue is estimated between $200,000 and $300,000 annually. These unrestricted funds currently support police, infrastructure, public events, and public works, and replacing them may require new or increased revenue sources.
  • Approved: Final Site Plan for Premier Trailers LLC
    • In March, the Village Board approved the annexation and rezoning of 15 acres for Premier Trailers to operate a trailer rental facility under C-3 zoning. As part of the annexation agreement, the company submitted a Final Site Plan that includes widening the southernmost drive to enhance turning movements and site access, while also providing required public ROW improvements. The PZC reviewed the request on August 11, 2025, and unanimously recommended approval by the Village Board. The Village Board voted to approve the Final Site Plan.
  • Approved:Final Site Plan for Drive Through at Mallory Plaza
    • The Board of Trustees approved Southwest Development’s Final Site Plan for Mallory Plaza, which details signage, repairs, a trash enclosure, parking, and enhanced landscaping to address resident concerns. The PZC reviewed the plan on August 11, 2025, and unanimously recommended Village Board approval.
  • Approved: Updating the Village Investment Policy
    • The Village Board approved updates to the investment policy following its annual review by Bernardi Securities and Sawyer Falduto. Revisions include clarifying language in Sections 6 and 12, removing the performance benchmark paragraph, and adopting terminology updates to better reflect current practices.
  • Approved:An Ordinance Requiring the Placement of Stop Signs within the Village of Channahon, Will and Grundy Counties, State of Illinois
    • The Board of Trustees approved an ordinance to place stop signs on northbound and southbound St. Paul Avenue and St. Elizabeth Drive. 
  • Approved: Agreement for Engineering Services for Phase 1 Design and Bidding Related Services for the Far West Wastewater Treatment Plant
    • The Village received IEPA approval of the Project Plan for the Far West Wastewater Treatment Plant and anticipates public comment on the draft NPDES permit soon. A Task Order has been prepared to cover design, permitting, and bidding services, with compensation structured as a lump sum for final design and bidding and hourly not-to-exceed for other services.
  • Approved: Award 2025 Sanitary Manhole Rehabilitation Project
    • The Village opened bids on August 11, 2025 for the sanitary manhole rehabilitation project, with Structured Solutions, LLC submitting the low bid of $304,365. The project, which is within budget, will repair manholes to reduce stormwater infiltration and lower wastewater treatment costs.

BRIEFINGS

The Board was briefed on the following items during the Committee of the Whole:

  • Statistical monthly reports for July 2025 were presented to the Committee of the Whole by the following departments: Village President, Village Administrator, Administration, Community Development, Finance, Police, and Public Works.
