Meeting Highlights for Monday, September 15, 2025


CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, September 15, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect official minutes of the meeting.

MEETING HIGHLIGHTS

  • Lifesaving Awards Presentation (see below for photos)
    • Sergeant Andrew McClellan, Officer Nathaniel Shaughnessy, and Officer Keagan Sobol were presented with awards by Police Chief Adam Bogart and Village President Missey Moorman Schumacher for their recent efforts in saving the life of a member of the Channahon community.
  • Constitution Week Proclamation (see below for photos)
    • Village President Schumacher signed a proclamation declaring the week of September 17-23, 2025 as Constitution Week in the Village of Channahon. Brought forth by representatives from the Joliet Chapter of the Daughters of the American Revolution, the proclamation commemorates the 250th anniversary of the drafting of the United States Constitution.

VOTES

The Board voted on the following items during the formal meeting:

  • Approved: Hiring of Public Works Laborer
    • The Village Board approved the hiring of a Public Works laborer, filling a recent vacancy in the department. 
  • Approved: Annual Municipal Compliance Report for the Fiscal Year Ending April 30, 2025
    • House Bill 5088 requires police pension funds to submit an annual Municipal Compliance Report to the Village Board, certifying the fund’s financial condition. The Channahon Police Pension Board retained an outside accounting firm to prepare the April 30, 2025 report, which shows the fund’s ratio improved from 68.80% to 70.27%. The Village’s practice of levying contributions above statutory requirements has supported this growth, helping move toward the state mandate of 100% funding by 2050.
  • Approved: Channahon Police Pension Fund Tax Levy Demand Letter
    • Section 3-125 of the Illinois Pension Code requires the Village of Channahon to levy a tax to meet annual actuarial requirements for the police pension fund. Following review of the actuarial valuation and GASB reporting by Foster & Foster, the Police Pension Board voted to request a minimum levy of $1,130,688 for December 2025, an increase of $58,903 from the prior year. The fund’s funded ratio rose to 70.3%, supported by higher-than-expected investment returns, though pension benefit payments continue to grow and are projected to double in the near future.
  • Approved: Purchase and Installation of Vinyl Plank Flooring inside Police Department
    • The Village Board approved the replacement of the police department’s deteriorated flooring, originally installed in 2002, with durable, waterproof LVT and new base trim. The budgeted FY 2026 project will be completed by TSI Commercial Floor Covering, with work expecting to take approximately two weeks and cause minimal operational impact.
  • Approved: Acceptance of Municipal Utility Easement
    • The Village Board approved a 20-foot municipal utility easement along Thomas Dillon Drive for the installation and maintenance of a water main, as shown on the Plat of Easement.
  • Approved: Award 2025 Drainage Improvement Project to Brieser Construction
    • The Village Board approved flood mitigation work on Municipal Drive, including ditch shaping, storm structure adjustment, sewer clearing, and drywell rehabilitation. Brieser Construction was awarded the project at a cost of $99,846.00 as budgeted in FY25.
  • Approved: Channahon Fire Protection District Reduction of Improvement Completion Guarantee and Enter into a Two-Year Maintenance Guarantee
    • The Board approved the acceptance of public improvements, including storm and sanitary sewers, water main, roadway pavement, and parkway landscaping for Channahon Fire Protection District Station 2 on Thomas Dillon Drive, and authorized the release of the Improvement Completion Bond. After prior reductions and the required payment to the Channahon Fire Protection District, the bond will be reduced to the two-year Maintenance Guarantee of $52,080.60. Public Works staff confirmed all improvements are complete and in good condition.
  • Approved: Creekside Estates Phase 2 - Improvement Completion Guarantee Reduction
    • The Village Board approved a reduction of the Improvement Completion Guarantee for Creekside Estates Phase 2 to $452,282.00, as the developer has completed 95% of the work for Steps 1 and 2 in accordance with Ordinance requirements.
