Meeting Highlights for Monday, October 20, 2025


CHANNAHON, Ill. - The Village Board of Trustees and Committee of the Whole met on Monday, October 20, 2025. Highlights of the meeting are recapped in brief below. Please note: this media release does not reflect the official minutes of the meeting.

VOTES

The Board voted on the following items during the formal meeting:

  • Approved: An Ordinance Authorizing the Execution of an Agreement between the Village of Channahon and the International Union of Operating Engineers, Local 150, Public Employees Division - Administration
    • The Village has reached a new three-year agreement with Local 150 Public Employees Division - Administration, effective May 1, 2025, through April 30, 2028. Key changes include updated health insurance contribution rates with a temporary 10% cap for 2026-2027, an increase in annual sick leave from six to nine days, and wage adjustments of 4.0%, 3.5%, and 3.25% over the three years. The contract also formalizes inclusion of the Building Inspector position and maintains a waiver of the Illinois Paid Leave for All Workers Act.
  • Approved: An Ordinance Authorizing the Execution of an Agreement between the Village of Channahon and the International Union of Operating Engineers, Local 150, Public Employees Division - Police Sergeants
    • The Board approved a new three-year agreement with Local 150 Public Employees Division - Sergeants, effective May 1, 2025, through April 30, 2028. The contract includes wage increases of 4.5%, 4.0%, and 3.0% over the term, an increase in the uniform allowance from $1,000 to $1,500 per year, and new longevity bonuses of $1,000-$1,500 for long-serving sergeants. It also updates insurance contribution rates, maintains a waiver of the Illinois Paid Leave for All Workers Act, and formalizes procedures for officer-involved shooting testing in line with state requirements.
  • Approved: An Ordinance Authorizing the Execution of an Agreement between the Village of Channahon and the International Union of Operating Engineers, Local 150, Public Employees Division - Public Works
    • The Village has reached a new three-year agreement with Local 150 Public Employees Division - Public Works, effective May 1, 2025, through April 30, 2028. Key updates include wage increases of 4.5%, 3.5%, and 3.5% over the next three years, uniform allowances increasing to $700 by 2027, and adjustments to insurance contributions with a temporary 10% cap for 2026-2027. The contract also includes flexibility in work hours during extreme heat, step-up pay adjustments, and clarifications to vacation scheduling and uniform policies.
  • Approved: Settlement Agreement with Equistar Chemicals LP
    • Minooka School Districts 111 and 201 have appealed the assessed value of the Equistart Chemicals facility at 8805 N. Tabler Road. While the disputed parcels lie outside Channahon, the Village is a party to the settlement agreement due to other Equistar-owned parcels within its limits, which are not part of the dispute. The Village Board voted to approve the settlement agreement.
  • Approved: Final Plat of Amended Planned Unit Development to Henneberry Farm Unit 11
    • The Board of Trustees voted to approve JCD Residential’s request for approval of a Final Plat of Amended Planned Unit Development for Henneberry Farm Unit 11, a 240-unit market rate apartment complex across six buildings on 12 acres at Yellow Pine Drive and Saxony Drive. The project includes 381 parking spaces, a 2,800-square-foot clubhouse, pool, and greenspace. The Planning & Zoning Commission reviewed the request on October 13, 2025 and unanimously recommended approval by a 5-0 vote.
  • Approved: Final Plat of Subdivision for Creekside Estates Subdivision Unit 3
    • The Village Board approved the Final Plat of Subdivision for Creekside Estates Subdivision Unit 3, located north of Stephanie Drive and adjacent to Unit 1 of the subdivision. The approval allows for infrastructure construction and 13 duplex residential lots, completing the third and final phase of the Creekside Estates development. The Planning & Zoning Commission had previously recommended approval by a unanimous 5-0 vote.
  • Approved: Execute and Enter into an Amended Professional Services Agreement with Kluber Architects + Engineers
    • The Board of Trustees approved an amended professional services agreement with Kluber Architects + Engineers in the amount of $1,500,985 for Phase Two of the Public Works facility design. This phase includes design development, construction documentation, and procurement services necessary to advance the project toward FY27 construction. The proposed fees align with industry standards, and approval ensures continued progress on the facility’s development timeline.
  • Denied: Channahon Park District Request to Waive a Sanitary Tap on Fee
    • The Village Board denied the Channahon Park District’s request to waive the $5,062 sanitary connection fee for the Arrowhead Community Center. In consideration of upcoming major Utility Fund expenses, including the Far West Wastewater Treatment Plant and Lake Michigan water project, the Board determined that maintaining Utility Fund revenue is in the Village’s best financial interest.

  • Statistical monthly reports for September 2025 were presented to the Committee of the Whole by the following departments: Village Administrator, Administration, Community Development, Finance, Police, and Public Works.
